Filipinos
who wish to work overseas are strongly advised to register legally in POEA. You
don’t have to worry too much about Overseas Employment Certificate (OEC) if your job application
abroad is processed by an accredited recruitment agency. However there are many
cases when a Filipino worker gets hired by a foreign company through their own
means, meaning not through the help of a licensed agency.
If that is
the case, you can still obtain an OEC and avoid paying placement fees. You just
need to submit the following documents to the Name Hire Assistance Division of
POEA at the 2nd floor of the main office in Mandaluyong.
Checklist of
Requirements for Name-Hire OFWs
For
registration and issuance of the Overseas Employment Certificate (OEC)
HOUSEHOLD SERVICE WORKERS (HSW)
- Passport with validity
period of not less than six (6) months from intended date of departure
- Valid Work Visa,
Entry/Work Permit
- Verified
Employment Contract (In countries where
there is Philippine Overseas Labor Office (POLO). In countries where there is
no POLO: Authenticated Employment contract by the Philippine Embassy or
Consulate at the worksite or Verified Employment Contract by the nearest POLO
- Request for exemption from Direct Hiring Policy issued by POLO at the
worksite (for Direct Hired HSW)
- Valid Medical Certificate from DOH-accredited medical clinic authorized
to conduct medical examination to OFWs
- TESDA National Certificate II (NC-II) for HSW
- Pre-Departure Orientation and Seminar (PDOS) Certificate by OWWA
- Comprehensive Pre-Departure Education Program (CPDEP) Certificate by OWWA
- At least 23 years old
- Clearance from the Department of Labor and
Employment
- Sworn Affidavit/Sworn Statement
on how the worker secured his/her employment.
- Employers Profile: (Company Name
and Address, Position/Designation, Tel
No. and Valid I.D/s
- Proof of Relationship: If the
employer is your relative
- Birth Certificate of the employer
and worker, valid I.D/s
- Marriage Certificate as may be required

If the
employer is your friend: Proof of friendship and Valid I.D/s
Fees: POEA processing fee (US$100.00 or PHP equivalent), OWWA membership fee
(US$25.00 or Php equivalent).
LOW SKILLED WORKERS (LSW)
- Passport
with validity period of not less than six (6) months from intended date of
departure
- Valid Work Visa, Entry/Work Permit, visa
assurance or guarantee (whichever is applicable per country)
- Verified
Employment Contract (In countries where
there is Philippine Overseas Labor Office (POLO), with Official Receipt.
In countries where there is no POLO: Authenticated Employment contract by the
Philippine Embassy or Consulate at the worksite or Verified Employment Contract
by the nearest POLO, with Official Receipt
- Company
Profile of Foreign Company/Employer, valid Business License or Company
Registration of your Employer
- Statement
how you were able to get this employment, Copy of Diploma, Employment
Certificates, Service Record or Training Certificates, if any.
- Valid
Medical Certificate from DOH-accredited medical Clinic authorized to conduct

massage therapists, submit DOH Certificate
